Skill Development Must Be Linked Directly to Employment and Self-Employment: CM Vishnu Deo Sai

Raipur, 05 August 2025: Chief Minister Vishnu Deo Sai gave clear directives during a review meeting of the Department of Skill Development held today at Mantralaya Mahanadi Bhawan, Nava Raipur. He emphasized that skill training for youth must be directly connected to employment and self-employment opportunities. He stated that the objective of the government is not just to provide training but to make youth self-reliant and capable. For this, the department must continuously innovate and implement effective action plans.

The Chief Minister reviewed the progress of departmental schemes and held detailed discussions on district-wise training achievements and allocated budgets for the year 2025–26. He sought detailed information on the training programs being run under the Mukhyamantri Kaushal Vikas Yojana, Pradhan Mantri Kaushal Vikas Yojana 4.0, and the Pradhan Mantri Vishwakarma Yojana.

He also inquired about training provided under the “Niyad Nella Nar” scheme for surrendered Maoists. It was informed that so far, 549 youths have been trained, and currently, 382 trainees are undergoing training in rehabilitation centers. In this context, the course-wise training being given to youth from Particularly Vulnerable Tribal Groups (PVTGs) under the PM Janman Yojana was also reviewed.

Providing details of departmental achievements, it was informed that from 1st July 2025, the Mukhyamantri Kaushal Vikas Yojana has implemented a facial recognition-based attendance system for trainees, which has improved transparency and monitoring. The department also shared details of MoUs signed with private institutions, including agreements with the Naandi Foundation and Mahindra & Mahindra institutions. These institutions are delivering quality-based training programs across the state.

The meeting also presented the outline for organizing “Kaushal Tihar 2025,” aimed at raising awareness about skill development among the youth. The competition will be held in two phases – district and state level – and will feature participants from two age groups: below 22 years and above 22 years. The competition will include 10 key trades:

  1. Automobile Technology

  2. Bricklaying

  3. Renewable Energy

  4. Health and Social Care

  5. Plumbing and Heating

  6. Electrical Installations

  7. Electronics Field Technician

  8. Computer

  9. Mobile Phone Technician

  10. Graphic Design Technology/Desktop Publishing

  11. Refrigeration and Air Conditioning

Two winners from each trade and age group at the district level will compete at the state level. Winners at the state level will receive awards, trophies, and employment opportunities. They will also be prepared for the India Skills 2025 regional and national competitions. Selected participants from there will represent India at the World Skills 2026 in Shanghai, China.

Chief Minister Sai stressed that skill development schemes must be integrated with youth livelihoods, self-reliance, and future-building. He directed continuous efforts in this direction.

The meeting was attended by Minister for Forest and Skill Development Kedar Kashyap, Chief Secretary Amitabh Jain, Principal Secretary to the Chief Minister Subodh Kumar Singh, Secretary of the Skill Development Department S. Bharathidasan, and CEO of Chhattisgarh State Skill Development Authority (CSDA) Vijay Dayaram, along with other senior departmental officials.
