New Delhi, August 20, 2025 — The Ministry of Road Transport and Highways has officially notified an amendment to the Central Motor Vehicles Rules, 1989, significantly revising the registration renewal fees for older vehicles. This amendment, titled the Central Motor Vehicles (Third Amendment) Rules, 2025, was published in the Official Gazette on August 20 and has come into effect immediately.
The rules are aimed at tightening vehicle regulations in line with the country’s efforts toward environmental sustainability and effective implementation of the vehicle scrappage policy.
📜 Background of the Amendment
The draft of this amendment was initially published on February 7, 2025, through Notification G.S.R. 124(E), inviting objections and suggestions from the public. After receiving and considering feedback, the Central Government finalized and issued the new rules under the powers granted by Section 64 and Section 211 of the Motor Vehicles Act, 1988.
💸 Revised Registration Fees for Older Vehicles
The major highlight of this amendment is the new fee structure for the renewal of the certificate of registration for motor vehicles older than 20 years from the date of their first registration.

Additionally, for vehicles older than 15 years but not exceeding 20 years, the existing rule has been amended to explicitly mention this age category in the renewal clause.
Note: All the above fees are exclusive of Goods and Services Tax (GST).
🛠️ Implementation and Objective
The revised fee structure is expected to discourage the continued use of older, more polluting vehicles and encourage voluntary scrappage. It is also aligned with India’s broader policy framework to promote cleaner mobility and ensure road safety.
