The police commissionerate system is set to be implemented in Chhattisgarh’s capital, Raipur, from January 23. After receiving approval from the Law Department, the Home Department is preparing to issue the official notification. While it was earlier expected late Friday night, sources now say the notification is likely to be released on Monday.
Enhanced Powers for Police Commissioner
Under the new system, the Police Commissioner will be granted 16 key powers, significantly strengthening control over law and order in the city. However, the authority to issue arms and excise (liquor) licences will not be included.
core Administrative and Law & Order Powers
As per officials, the Police Commissioner will have the authority to:
Grant short-term parole to prisoners on medical or family grounds under the Prisoners Act, 1900.
Permit or restrict protests, rallies, and public meetings, and impose Section 144 under the Chhattisgarh Police Act, 2007.
Issue search warrants in cases of illegal possession or sale of poison under the Poisons Act, 1919.
Take action related to jail security and disturbances under the Jail Act, 1894.
Conduct investigations and raids under the Immoral Traffic (Prevention) Act, 1956.
Powers Under Special and Security Laws
The commissioner will also be empowered to act under several major laws, including:
Unlawful Activities (Prevention) Act, 1967, for managing illegal premises.
State Security Act, 1990, including externment (district banishment).
Motor Vehicles Act, 1988, for traffic regulation and monitoring.
National Security Act (NSA), 1980, for preventive detention.
Additional Enforcement Authority
Further, the Police Commissioner will be able to directly order action under laws such as the Police (Incitement to Disaffection) Act, 1922, Official Secrets Act, 1923, Cinematograph Act, 1952, Prevention of Cruelty to Animals Act, 1960, Petroleum Act, 1934, and the Explosives Act, 1884.
Stronger Crime Control Expected
Officials believe that the commissionerate model will ensure faster decision-making, tighter crime control, and improved public safety in Raipur. Despite the absence of powers related to arms and excise licences, the new system is expected to significantly strengthen law enforcement and administrative efficiency in the city.
