Chhattisgarh Launches WhatsApp Chatbot and Auto-Diversion Facility to Strengthen Digital Governance

In a major push towards citizen-centric digital governance, the Chhattisgarh government on Monday launched two innovative revenue services aimed at simplifying public access and enhancing transparency. Under the leadership of Chief Minister Vishnu Deo Sai, Revenue Minister Tank Ram Verma formally inaugurated the Bhuiyan WhatsApp Chatbot Service and the Auto-Diversion (Land Reclassification) Facility for statewide use.

The initiatives mark a significant step forward in the state’s e-governance journey, reducing the need for citizens to visit government offices while ensuring faster, simpler, and more transparent delivery of revenue-related services.

Revenue Services Now Available on WhatsApp

Through the Bhuiyan WhatsApp Chatbot, citizens can now access a wide range of revenue services directly on their mobile phones. The chatbot is designed to digitally connect citizens with government services in a convenient and user-friendly manner.

Services available via the chatbot include access to land records, revenue court information, mobile number linking, online applications for Aadhaar linkage, farmer record books, land mutation requests, and several other public utility services. Citizens only need to save the number 7289056060 on their phones and initiate a WhatsApp message to begin using the service.

Auto-Diversion Facility Simplifies Land Use Change Process

Alongside the chatbot, the Revenue Minister also launched the Auto-Diversion facility, which fully digitizes the land use change process. The system enables citizens to apply online without paperwork or repeated visits to revenue offices.

From land selection to automatic calculation of premiums and applicable fees, the entire process has been streamlined through an online portal. Secure payments can be made using the e-challan system, and applicants are required to upload six mandatory documents online to ensure transparency.

Once submitted, applications are automatically forwarded to the concerned competent authority, who must take a decision within 15 days. If no decision is made within the stipulated time, a deemed diversion certificate is issued automatically, eliminating delays and reinforcing administrative accountability.

To safeguard public interest, provisions have also been made for cases where the initially calculated amount is found to be insufficient. In such instances, applicants will be notified and required to pay the balance amount within 60 days, failing which penalty provisions will apply.

Officials Highlight Citizen-Focused Governance

Addressing the occasion, Chief Minister Vishnu Deo Sai said that leveraging technology to directly connect governance with citizens is a top priority for the state. He emphasized that digital initiatives like the Bhuiyan Chatbot and Auto-Diversion system would save time and resources while ensuring transparency and accountability.

Revenue Minister Tank Ram Verma described the initiatives as a major reform in the functioning of the revenue department, stating that clearly defined timelines and automated processes would provide faster relief to citizens and improve governance standards.

Revenue Secretary Reena Babasaheb Kangale noted that these reforms represent a significant administrative upgrade, ensuring reliable and transparent access to revenue services while strengthening efficiency and reducing procedural delays.

Senior officials, including Revenue Director Vineet Nandanwar, were present during the launch ceremony.

The Chhattisgarh government continues to expand its digital infrastructure with the aim of delivering faster, simpler, and more accessible public services, reinforcing its commitment to good governance and digital transformation.
